Animal Control Office & Shelter

The Animal Control Office & Shelter (2150 Campus Drive SE, Rochester, MN, 55904) is open to the public by appointment Monday through Friday. To schedule an appointment or inquire about an animal adoption, call 507-328-6960. NOTE: Voicemail is not monitored evenings and weekends.

Animal Concerns

Call Dispatch (emergencies: 911, non-emergencies: 507-328-6800) for animal concerns including:

Vicious animals, animals chasing/attacking people
Animal/vehicle collisions
Animal fighting
Intentional abuse of animals
Stray dogs
Barking dogs
Animals in distress
Animal bites and scratches that break the skin

Bike Donation/Request

Bike Donation Form

Submit the Bicycle Donation Form to donate a bicycle. Donated bicycles will be used to support our community programs. Please complete this form to provide us with essential details about the bicycle you wish to donate.

By submitting this form, you confirm that you are the rightful owner and that the bicycle is in good, safe, working condition.

Note: during non-winter months, we typically find a home for a bicycle within 0-8 weeks. Due to storage limitations, we request that bicycles are stored in their current location until a suitable match is made for the bicycle.

Submit this Bicycle Request Form to request a bicycle from our bicycle donation program. Bicycles are distributed selectively, taking into account individual circumstances on a case-by-case basis. This approach allows us to tailor our support to the unique needs of each individual, ensuring that our resources are directed where they can make the most meaningful impact.

We'll only contact you if a suitable bicycle is available. Due to high demand, we will not be able to fulfill every request. No contact doesn't mean your request was unsuccessful; it may indicate a lack of available bicycles.

Crime Reporting

The City of Rochester and Olmsted County accept certain non-emergency crime reports online. If you are a victim of a crime or a witness of a crime that occurred within the city/county, you can submit your initial report electronically. Based on information you submit, you may be contacted by an officer, deputy or investigator.

Compliments: If an employee exceeded your expectations and provided you with outstanding service, we want to know! We are dedicated to encouraging good police work and promoting positive community relationships.
Concerns: If you have concerns about an employee's conduct or your expectations have not been met, tell us about your experience. We respond to all concerns promptly. Issues we are unable to resolve immediately may require further investigation.
Formal Complaints: To file a formal complaint you must complete a Citizen's Complaint Form, a legal document available through the Professional Standards Manager. A handwritten signature is required to confirm the truthfulness of your statement.

In-person: Visit Law Enforcement Records at the North Station (4001 West River Parkway NW) or Law Enforcement Center (101 4th Street SE), Monday to Friday, 8.00 a.m. – 4.30 p.m., and ask for a supervisor or the Professional Standards Manager.

Gun Transferee Permits

In Minnesota, you need a permit to purchase or transfer a firearm.

Applying for a firearm permit in Olmsted County is easy and free. Submit your application by mail or in-person.

Fill out the Minnesota Uniform Application/Receipt Permit to Purchase/Transfer Form.
Mail the form along with a copy of your ID to the address below:

The Sheriff’s Office will conduct required background checks, and upon approval, your Minnesota permit to purchase/transfer will be issued.

Apply in person

Complete the Minnesota Uniform Application/Receipt Permit to Purchase/Transfer Form.
Drop off the form, along with a copy of your ID, at the drop box in front of the Adult Detention Center entrance (Government Center's door marked with a large B1).

The Sheriff’s Office will conduct required background checks, and upon approval, your Minnesota permit to purchase/transfer will be issued.

Contest a Parking Ticket

If you believe a parking ticket was issued in error, you may request an administrative review by submitting an online form requesting review of a parking citation.

If the review determines an error was made in issuing a citation, any late fees will be waived and the ticket may be dismissed.
If the review is denied, any fines or late fees accrued will still be due. Submitting a request for review does not stop late fees from accruing, and those fees are added beginning 10 days after a citation is issued.

Traffic Concerns

U-Visa Applications

The Rochester Police Department accepts U-Visa applications from law firms and individuals who may qualify for a U-Visa as a crime victim under federal guidelines. All U-Visa applications that meet the mandatory federal requirements will be reviewed by department personnel.

In order to be reviewed, the following items must be included in the packet:

The I-918 supplement B form must be filled out completely, truthfully, and accurately.
Police reports must be included in the application.
A cover letter requesting a review of the application and certification must be included.

Incomplete applications will not be reviewed and will be returned to the sender.
