A Residential Parking permit is required to park on certain streets in Rochester. See the Street Parking page for more information.

Permit Types and Requirements 

There are 3 types of residential parking permits:

  • Residential
  • Business
  • Temporary

The following table shows the cost and requirements for each permit type (effective January 1, 2024):

 Permit Type  Cost  Required Documentation
  Annual Permit

$33/vehicle

  •  Proof of residency:
    • Current utility or credit card bill; Or,
    • Current lease.
  • State Vehicle Registration showing the license plate number, make, model, and year of the vehicle.
Business Permit

$33/vehicle

  • Written letter from business on business’s letter head authorizing the person(s)applying.
  • Application for each employee.
 Temporary Permit

1-30 days: $10

  • Residency within the Residential Parking Zone.
 All parking tickets on a vehicle must be paid before a permit is approved.

 

Rules for Permit Holders: 

Once a permit is issued, the following rules apply:

  • Permit holders must follow all city-wide parking requirements, such as seasonal, alternate side parking, in the parking zones.
  • Update your vehicle information when your license plate number changes:
    • The license plate on your vehicle serves as your permit. 
    • Parking control uses automated plate readers to enforce parking permit rules.

Renewing Permits


Online

Complete the full application online for yearly permits. Payment can be made online as well with a credit card. A convenience fee of $3.00 applies to online payments.

In Person

 
You may purchase or renew a permit in person at City Hall. You must provide both proof of residency and your vehicle registration, and can pay by cash, check or credit card
