Community Development Block Grant (CDBG)
The U.S. Department of Housing and Urban Development (HUD) awards the CDBG funding on an annual basis to entitlements to develop viable communities by providing CDBG funding to activities that principally serve persons of low- and moderate-income delivered through the following:
- Decent Housing
- A suitable living environment; and
- Expanded economic opportunities.
The City of Rochester receives funds directly from HUD as part of the entitlement program. The Non-entitlement areas receive funding through the State of MN Housing Finance Agency. Non-entitlement areas are cities with a population of less than 50,000 and counties with a population of less than 200,000. Funds are distributed based on a statutory formula that takes into account population, poverty, incidence of overcrowded housing, and age of housing. HUD does not distribute funds directly to citizens or private organizations.
