Excavation Permits are required whenever an excavation or underground work is planned within the City’s right of way (sidewalks, boulevards and roadways).

*Repairs relating to sidewalks, driveways, sewers and drains must be completed by a contractor licensed by the city to do such work. See below for more information about City Licensed Contractors.

City Licensed Contractors

Lists of licensed contractors are maintained by the City Clerk's Office. Applications, forms and more information on licenses issued by the City of Rochester can be found here.

The City cannot recommend a specific contractor, but maintains a list of current and previous year licensed contractors. It is the property owner's responsibility to hire a City-licensed contractor to perform work in the public right-of-way.
