Rochester Parks & Recreation System Plan Project 2015/2016
The City of Rochester Parks and Recreation Department has produced a comprehensive system plan. This year long process developed a plan for the future of Rochester’s park improvements, park development, and recreational programming for the next 20 years.
2021 Community Survey - System Plan
In 2021 a randomized sample of community members were selection to respond to a survey intended to get feedback about the 2015/2016 System Plan. Those not selected in the statistically significant survey had the opportunity to participate in an opt-in opportunity to complete the survey.

Master Plan Questionnaire Results
The Community Survey for the Rochester Parks System Master Plan went online in mid-October and received great input with nearly 2,200 people responding! The input received provides a thorough perspective on how satisfied the community is with Rochester parks and facilities, facility usage and needs, as well as use and quality of park programming.

Listening Sessions & Community Meeting
On October 22nd Rochester Parks and Recreation conducted seven listening sessions that were attended by 25 representatives of local organizations. These listening sessions were focused on the areas of arts, nature/environmental, indoor sports, outdoor field/court sports, outdoor adventure sports, and diversity. A community meeting was held the same day and attended by about 20 people.
Vision – A comprehensive, system-wide vision, direction, and goals for the Rochester parks, recreation, and trail system will be developed. The vision will reflect the community’s needs and values and be based on realistic resources in the department.
System Plan – The project team will develop a system plan document that clearly depicts the path for the City to follow to achieve the vision. Detailed strategies and implementable action steps will guide Rochester toward the development of a high performing, sustainable system for the next 20 years and beyond.
