Two individuals can declare themselves as domestic partners. This helps employers know if employees and their partners are eligible for benefits. It allows partners to visit each other if one is in the hospital.

Please complete the Domestic Partnership Registration Form to start a domestic partnership.

Submission Options:

In person, or by mail, to the City Clerk’s Office, 201 4th Street SE, Rochester, MN 55904
By email to licenses@rochestermn.gov, then call 507-328-2900 (option 5) to pay the fee.
The following documents are required:
- This application
- The registration fee of $60
- A copy of your valid, government-issued ID’s
