City of Rochester Vision for the Bloomberg 2021 Global Mayors Challenge
In Rochester, Minnesota, COVID-19 has disproportionately driven women of color out of the workplace, increasing multi-generational disparities in income, education attainment, and health outcomes. Prior to COVID-19, 40% of the black population in Rochester lived in poverty. The City of Rochester seeks to drive equitable economic recovery by removing barriers that prevent women of color from entering and advancing in well-paying careers.
A 5.6 Billion guaranteed investment in Rochester is generating two to three thousand construction-related, well-paying jobs annually. Without intervention, job growth will not benefit people equitably. Last year, less than 1% of the roughly 1,700 construction jobs in Rochester were filled by women of color, who make up 13% of our population.
Early engagement indicates that women of color are interested in exploring these career opportunities, but face barriers. These barriers are best understood by women of color who experience them, and solutions must be developed with their expertise. Rochester will financially compensate women of color to engage with key stakeholders in an innovative, co-design process. Co-designers will share their expertise to shape new programs, policies, and services to create sustainable career pathways for women of color. This process will help us co-design a community by and with, the people who live here, resulting in a more a more equitable and inclusive Rochester.
